MALIBU CREEK WATERSHED MONITORING COORDINATOR
(Full Time Temporary-$30/hr to $33/hr)

Definition:
Under general direction, perform various technical work related to the Malibu Creek Watershed Monitoring Program and TMDL compliance monitoring including data collection and duties associated with water quality and watershed management within the Malibu Creek Watershed. Specifically, lead the coordination of sampling activities, including development of monitoring plan and Quality Assurance Project Plan (QAPP); calibration and maintenance of equipment; collection of water quality samples and data; and the entry, organization, and tabulation of data.  Under supervision, perform basic technical office and field activities using a variety of computer programs, computer aided mapping, graphic equipment, databases, and field instruments.  Assist in the organization of information and maintain records and reports.  Learn to apply professional and technical standards to specific situations in order to meet program objectives and perform additional duties as required to fulfill the Proposition 13 grant scope of work (See Exhibit A).

Essential Job Duties:
The following tasks are essential for this position.  Incumbent in this classification may not perform all of these tasks, or may perform similar related tasks not listed here:
1. Performs outreach duties related to program information and volunteer/intern recruitment.
2. Selects sampling locations.  Prepares QAPP and Monitoring Plan.
3. Leads the stormwater sample collection crews in the collection and delivery of water quality samples in accordance with EPA protocols.
4. Delivers water quality and Benthic Macro-invertebrate samples to the appropriate laboratories for analysis.
5. Assists in the preparation and implementation of public presentations, including Oral, Poster Board, and PowerPoint presentations.  Presents the monitoring findings and recommendations during meetings with representatives from other public agencies, RWQCB/EPA, consultants, environmental organizations, and residents.
6. Uses Microsoft Office programs to manage data, generate reports, and produce presentations:  (Access, Excel, Explorer, PowerPoint, Word)
7. Under supervision, provide support in the investigation of water quality pollutant sources and illicit discharge complaints and assist with the coordination of compliance efforts.
8. Compiles, computes, reviews and analyzes data to verify facts, resolves discrepancies or provides statistical information in an investigative study or project.
9. Prepares, maintains and monitors various documents, records, and files for program functions.
10. Keeps current with the latest technologies in scientific methods and instrumentation.
11. Assesses local weather forecasts in preparation of monitoring events.
12. Prepares and provides training of staff in EPA approved sampling techniques and protocol.
13. Chairs Monitoring and Modeling Subcommittee for the Malibu Creek Watershed Advisory Council.
14. Maintains invoices and other financial data while monitoring is in progress to determine and track costs associated with each project. 

Minimum Knowledge, Skill and Ability:

Bachelor’s degree with minimum of 3 years experience in work related to environmental management, water quality, or volunteer coordination. Knowledge and experience related to water quality issues and knowledge of related physical and biological sciences is preferred. Preferred areas of experience include:

  • Demonstrated experience in conducting environmental field work;
  • Experience in GPS data collection and GIS;
  • Ability to work effectively with people from diverse backgrounds and perspectives;
  • Ability to facilitate meetings and develop consensus among a diverse group of stakeholders;
  • Excellent written and oral communication skills;
  • Organizational skills, ability to anticipate and meet deadlines in a timely manner;
  • Ability to track and manage numerous long-term and short-term tasks and activities; and,
  • Excellent management skills, including supervision of volunteers and interns.

Knowledge of:

  • Personal computers and related software, including MS Access and GIS principles.
  • Office methods and procedures.
  • English usage, spelling, grammar, and punctuation.
  • Record keeping principles and procedures.
  • NPDES stormwater permit, water quality issues, and environmental protection.
  • Experience with water quality sampling techniques and computer software.

Working ability to:

  • Operate a variety of office equipment including personal computer and related software
  • Collect, analyze and interpret data
  • Apply basic statistical concepts
  • Formulate recommendations
  • Participate in coordinating project efforts, speak and write effectively
  • Conduct field surveys
  • Prepare technical reports
  • Code, post, and monitor accounts payable

Physical Requirements and Working Conditions:

  • Requires vision (which may be corrected) to read small print
  • Requires mobility of arms to reach and dexterity of hands to grasp and manipulate small objects
  • Requires hiking through rugged terrain and remote field sites
  • Performs lifting, pushing and/or pulling which does not exceed 25 pounds and is an infrequent aspect of the job
  • Subject to inside and outside environmental conditions
  • May be required to work at a video display terminal for prolonged periods
  • May be required to occasionally work late evening and early morning hours to meet and complete monitoring requirements

Compensation and Benefits:
Full-time temporary position (w/ potential for extension). Salary range is $30/hr to $33/hr depending upon experience and skills. Position is temporary and does not include benefits.

Contract and Application:
Successful candidate will enter into a contract with the City.  The contract period spans approximately one years with the start date at December 1, 2005. Benefits and insurance are not included and are the responsibility of the contractor.
